The consumption-based certificate is a type of energy performance certificate that documents a building’s actual energy consumption over the last three years (from 2027: two years). Until the end of 2026, it can be issued for residential buildings with five or more residential units, for smaller residential buildings whose building permit application was submitted on or after 1 November 1977, and for non-residential buildings. From 1 January 2027, it will only be available for purely residential buildings – regardless of the year of construction.

This document helps buyers or tenants to make a realistic assessment of a building’s energy efficiency. It shows the average energy consumption per square metre and offers a means of comparison with other buildings. The consumption-based energy performance certificate is based on real consumption data.
