The demand-based certificate is a type of energy performance certificate that calculates a building’s theoretical energy demand. It is based on the dimensions of the building, the thermal building envelope and a technical analysis of the building fabric, the insulation and the heating and ventilation systems – regardless of the occupants’ actual consumption.
Until the end of 2026, a demand-based certificate is mandatory for residential buildings with up to four residential units whose building permit application was submitted before 1 November 1977 – unless the building already met the standard of the 1977 Thermal Insulation Ordinance (Wärmeschutzverordnung) on completion or was later modernised to at least that standard. From 1 January 2027, the demand-based certificate will be mandatory for all non-residential buildings; for residential buildings, owners can then choose between a demand-based and a consumption-based certificate.
This document gives buyers and tenants guidance on a building’s energy efficiency and highlights potential energy-saving measures.

Recommendation
When renovation work is planned, it is advisable to apply for the individual renovation roadmap (iSFP) together with the demand-based energy performance certificate in order to benefit from the funding programmes: with the iSFP, the eligible costs double for many individual measures, and an iSFP bonus of 5 percentage points is also possible. For new builds, I prepare the energy compliance verification in accordance with the GModG (formerly GEG) during the planning phase; in North Rhine-Westphalia (NRW), it must be available at the latest when the start of construction is notified. Once the building has been completed, the final demand-based certificate is issued
